Help! Weeding for sandblasting. Solved

Somehow I just can't seem to get my mind around this.  On flat Christmas ornaments, if you are Not going to etch the outside of the circle, bell, etc and just want the insides of your design (e.g. Santa suit and gloves) to be etched - how does that work for the rest of the figure? (e.g. sides of his belt and around his boots).  Unless I go back and shadow an outside cut line, I'm not picturing this right somehow.  So far I had to exacto cut outside of two dozen - this is not going to work long term.  Help, please?
